What We Do

Research domains

The Institute organises its work around four interlocking research domains, each combining rigorous scholarship with practical engagement.

Transition & Risk

Low-carbon transition assessment and climate risk stress testing

Low-Carbon Transition Assessment

Low-Carbon Transition Assessment examines the feasibility, costs and benefits of low-carbon and net-zero pathways for enterprises, governments and society at large. With corporate transition as its primary focus, the Institute integrates technical, economic and policy perspectives into systematic assessment frameworks covering mitigation potential, pathway options and the implications of different policy mixes — helping companies devise affordable, actionable transition strategies while informing government planning and regional collaboration.

Climate Risk Stress Testing

Climate Risk Stress Testing assesses the potential impact of physical and transition climate risks on economies, financial institutions and infrastructure. Drawing on leading international methodologies, the Institute combines scenario analysis with quantitative modelling to examine how extreme weather, tightening policy, technological change and shifting market preferences transmit risk — helping policymakers and financial supervisors identify vulnerabilities early and strengthen climate resilience and risk management.

Finance & Technology

Carbon finance and CCUS

Carbon Finance

Carbon Finance examines how market mechanisms and financial instruments can serve decarbonisation goals. The Institute studies emissions trading, carbon pricing, the interconnection of carbon markets and climate-related investment and financing — evaluating the policy effectiveness and market design of key instruments, and exploring how public and private capital can be channelled towards low-carbon investment. The work supports Hong Kong’s development as a regional carbon market and green finance hub, fostering alignment between climate objectives and the financial system.

Carbon Capture, Utilisation and Storage (CCUS)

Carbon capture, utilisation and storage (CCUS), together with carbon removal, is a critical technology portfolio for deep decarbonisation and net-zero ambitions. With sustained depth in chemical absorption, geological storage of CO₂ and negative emissions, the Institute studies capture technology applications, storage site screening and capacity assessment, monitoring and integrity, source–sink matching and full-chain costs — evaluating deployment pathways across the power sector and other applications, and informing policy and investment decisions with scientific evidence.
